Jesus' good friend, and "right-hand man" as a disciple, was the writer of this letter. The Interpreter's Bible vol. 12 pg.80, printed this quote: "The purpose of this letter was to fortify the Christians in Asia Minor to stand firm in their loyalties against the worst that persecution can do." At first, Christians had been tolerated by the extensive Roman Empire, yet, the government officials had turned against these "upstarts". It is a wonder that Christianity survived this period. Paul and Peter would ascribe that to the power of the Holy Spirit.
Peter warned his "brothers" that they should be prepared;

Be self-controlled [gird up your minds, RSV] set your hope fully on the grace to be given you when Jesus Christ is revealed." (Peter 1:13)
Peter gave an answer as to why Christians would suffer and what to do about it. Emperor Nero gave out horrendous edicts. Peter's advice was that Christians should remain firm but submissive, not giving up their loyalty to Christ. How many did stay loyal in this period of time and were martyred? All of the disciples were, including Peter--all of them with the exception of John.

Wives, in the same way, be submissive to your husbands so that those who do not believe will be won over by the behavior of their wives. (Peter 3:1)
One never knows how effective this might be between couples. Yet, counselors do warn against verbal and physical abuse, which is not mentioned here in Peter's advice.
Finally, all of you lie in harmony with one another . . . do not repay evil for evil, or insult for insult, but with blessing. Always be prepared to give an answer to everyone who asks you to give reason for the hope that you have. (Peter 3:8-13)
Peter had experienced much rejection and suffering. He warned that there was more to come. "Dear friends, do not be surprised at the painful trial you are suffering, as though something strange was happening to you . . . if you are insulted because of the name of Christ, you are blessed, for the Spirit of Gloryand of God rests on you" (Peter 4:12).
How much this letter must mean to all those who stand firm against persecution and death, remaining loyal to Christ!
